Supplying Promotional Products to Government in the UAE and Qatar: Monaqasat, eSupply and the Federal Supplier Register
Ministries, authorities, government-owned companies and semi-government organisations are among the largest buyers of branded merchandise in the Gulf, from national day campaigns to conference kits and staff recognition. They buy through formal procurement systems, and each country, and sometimes each emirate or entity, has its own. This guide maps the main portals and explains what procurement officers typically need from a corporate gift supplier.
UAE Federal Entities: The Federal Supplier Register
Federal ministries and authorities buy through the Ministry of Finance's Digital Procurement Platform. Suppliers first register in the Federal Supplier Register, which is done online using a UAE Pass account and must be renewed every year. The Ministry of Finance states that registration is processed in about one working day and that foreign suppliers can also register and take part in federal tenders.
Dubai Government: eSupply
Dubai Government entities publish tenders through eSupply, the emirate's official procurement portal, operated with Tejari. Suppliers register there to receive requests for quotation. Some large Dubai entities, including Dubai Electricity and Water Authority and Dubai Police, run their own vendor portals as well, so it is worth checking each target entity's supplier page. Abu Dhabi, Sharjah and the other emirates operate their own systems.
Qatar: Monaqasat and Entity Portals
Qatar's Ministry of Finance publishes government tenders on the Monaqasat portal (monaqasat.mof.gov.qa), and companies that want to bid generally need to be classified with the Ministry. Large state-linked organisations such as QatarEnergy and Qatar Foundation run their own supplier registration portals alongside it. Reported changes in April 2025 ended fee exemptions for supplier classification, so check current fees before applying.
What Government Buyers Ask a Gift Supplier For
Whether the order is a direct purchase or a formal tender, the same documents come up again and again.
- Valid trade licence or Commercial Registration, and VAT registration in the UAE.
- Itemised quotation with unit prices, branding method, packaging and delivered price.
- Product specifications and, for electronics, safety certifications.
- Digital mock-ups for approval before production, and samples for larger tenders.
- Delivery schedule that respects the entity's event or campaign date.
- Invoices that quote the purchase order number on every page.
Gift Rules on the Buyer's Side
Public-sector employees follow codes of conduct that restrict accepting gifts themselves. Branded merchandise bought by an entity for its own campaign is a normal procurement; personal gifts to officials are not. Suppliers should never offer gifts to evaluators during a tender.
